Curriculum, learning platforms and international capacity building

Harsha was a founding steering-committee member of Telecentre.org Academy Sri Lanka, contributed to the curriculum work of the Global Telecentre.org Academy and advised on the selection and operation of its learning-management platform. The programme connected universities, telecentre practitioners and trainers across countries.

The surviving photographic record includes university-consortium meetings, Academy workshops and practical sessions. It also records collaboration with Dr. Shaddy Shadrach, Prof. Gihan Wickramanayake and other colleagues.

Royal University of Bhutan · 2009–2012

A complete eLearning programme: platform, people and instructional design

The Bhutan engagement was a major international education project in two connected phases. In 2009, UCSC and Theekshana established a Moodle-based Virtual Learning Environment for the Royal University of Bhutan. In 2012, they returned through a World Bank-funded programme to train Royal University staff in instructional design.

2009 · Virtual Learning Environment

Established the institutional LMS/VLE through which the University could organise online learning resources, communication and course activities.

2012 · Instructional-design training

Strengthened staff capability to define learning outcomes, structure content, plan activities and assessments, and develop effective online courses.

Connected technology implementation with administration, training, academic workflow and the institutional capacity required to sustain eLearning.

National higher-education systems

Selection, management information and access to study

UGC University Selection

Harsha designed the Business Logic Rule Engine and contributed specialised algorithms and dashboards used to computerise selection and admission to Sri Lanka’s public universities.

N-HEMIS

As Theekshana CTO, Harsha contributed to implementation and maintenance of the National Higher Education Management Information System. Ajantha Ratnayake coordinated the wider programme as EMIS Manager.

Student Loan and Teaching Systems

Rule-based selection and web-management systems supported higher-education student-loan and teaching-professional programmes, extending the same systems approach to new routes into education.
