Harsha’s work across research institutions, the Presidential Secretariat, foreign affairs and the Criminal Investigation Department.
Harsha designed and established the Veterinary Research Institute’s LAN/WAN and supported its software environment. VRI was within the livestock portfolio when Hon. Anura Kumara Dissanayake served as Minister of Agriculture, Livestock, Land and Irrigation from 2004 to 2005.
The ministerial dates provide the government context; they do not imply that the Minister personally directed the technical implementation.
Harsha records that he helped establish the Department of Archaeology’s website as part of his early government-web work. He later presented “Archaic Numerals in the Sinhala Language” at the Department’s National Archaeology Symposium in July 2009.

priu.gov.lkHarsha designed and implemented the Policy Research and Information Unit’s secure LAN/WAN and servers, and designed and helped produce priu.gov.lk within a short period as an early official Presidential information service.
As ICT Consultant to the Presidential Secretariat and the fifth Executive President, Harsha restructured the Secretariat network, including Temple Trees, introduced new firewall arrangements, trained staff and helped reorganise the ICT Division.
After returning from the United States and joining the Institute of Computer Technology, Harsha was invited by Ravinatha Aryasinha—then Acting Director of the Ministry’s Publicity Division—to establish a proper Foreign Ministry website. Until then, the Ministry’s presence was a page within the Lanka Internet portal. Harsha records the first dedicated address as formin.gov.lk; surviving records confirm that domain in official contact use, while Wayback captures preserve the later slmfa.gov.lk site from 2003 and 2007. The Ministry subsequently moved to mfa.gov.lk.
Harsha later designed the Ministry LAN/WAN and fibre infrastructure. With Aryasinha he also helped compile the Child Soldier book from an internal repository that Aryasinha had spearheaded, and automated a document-management system based on an intelligence-filing methodology introduced by the late Mr. Mahat of the NIB. Their professional collaboration continued for more than twenty years.

Alongside the Ministry work, Harsha advised Foreign Minister Hon. Lakshman Kadirgamar on establishing a digital presence and an Internet-enabled institutional database for the policy institute that later carried his name. This account is retained as Harsha’s firsthand professional record while contemporary institutional documentation is sought.
Harsha records that he established the CID’s first digital-forensic laboratory and worked closely on intelligence gathering and digital evidence with DIG Chandra Nimal Wakishta. He also collaborated with DIG Ashoka Wijetilleke, DIG Sriwardena and DIG Priyantha Jayakody, and trained Police personnel including Chief Inspector Senarathne and ASP Nawarathne.
He contributed to the CID Case Handling System developed between 1998 and 2000 and later led criminal-record software and secure-system work, including the Automated Fingerprint Identification System. These systems joined technical controls with the operational needs of investigators and fingerprint examiners.
The named working relationships and first-laboratory account are Harsha’s firsthand record. They are stated separately from independently published evidence for his CID consultancy, case-handling software and later AFIS work.
