Harsha’s election work combined operational leadership, software architecture, developer supervision, secure-network engineering and the reliable delivery of official results to the media.
Harsha initially established the local-area network and servers required on election nights. As a C programmer, he also helped develop Rupavahini television displays that presented results in Sinhala, Tamil and English.
From 2001 onward, Harsha led UCSC Software Development Unit teams in developing the overall tallying software. He became Project Lead by 2004 and chief architect of the software that remained in use until 2015.
Harsha’s work crossed the tenures of Election Commissioners Dayananda Dissanayake and Mahinda Deshapriya. Across that period, the University team supported presidential and parliamentary elections while Harsha’s responsibility grew from network and server engineering to project leadership and overall software architecture.
When Commissioner Dissanayake decided that official results should be supplied to all requesting media institutions, Harsha designed and implemented the Election Commissioner’s high-security intranet and local network. The systems and software continued into the subsequent administration under Commissioner Deshapriya.
Led the technical operation supporting uninterrupted processing and dissemination of official results under severe time pressure.
Led SDU development teams from 2001, became Project Lead by 2004 and served as chief architect of software used until 2015.
Designed and implemented the secure network connecting the Commissioner’s office with seven authorised media institutions.
Designed the election-processing database and the 2004 applications using Microsoft SQL Server and Visual Basic 6.
Led development of television-result screens and contributed to Sinhala, Tamil and English result presentation for Rupavahini.
Enabled authorised organisations to obtain official results through controlled data channels and appropriate publication formats.
