A nationally important commission
The All Ceylon Buddhist Congress established the Buddhist Rights Commission on Poson Poya Day in 2018. Its inquiry covered state governance, education, the economy, health, law and administration, culture, language and literature, together with technology, scientific method, communication and new media.
Harsha served as a Buddhist Rights Commissioner from 2018 to 2021. Harsha’s own record identifies him as the author of the Commission report’s technology section, bringing experience in public digital infrastructure, local-language computing, access to information and institutional systems into the Commission’s recommendations.
