A chronological record beginning with Harsha Wijayawardhana’s first ICANN appearance—a remote presentation to ICANN46 Beijing on 8 April 2013—and continuing through technical, policy and community working groups.
Speaking online for the Sinhala language community, Harsha joined the APRALO policy roundtable on community readiness for IDN variant top-level domains. The official agenda lists him alongside representatives of Arabic, Chinese, Indic, Japanese, Khmer, Korean and Thai language communities.
ICANN and Sri Lankan linguistic, policy and technical experts formally launched the panel. Harsha and Dr. Ruvan Weerasinghe served as Co-Chairs.
Harsha presented the Sinhala Generation Panel’s technical and linguistic work. Prof. Sarmad Hussain and Pitinan Kooarmornpatana were among the collaborators present.
The panel defined the Sinhala repertoire, contextual rules and script-variant relationships needed for secure Sinhala labels in the DNS root zone. ICANN records identify Harsha’s expertise in Unicode, standardization, Sinhala numerals, fonts and implementation.
Harsha joined the Study Group on the Technical Use of Root Zone Label Generation Rules and was named among the contributors to its 2019 recommendations.
He contributed to UASG discussions and technical work. ICANN’s mailing-list record specifically thanks him as an EAI Working Group veteran for contributions to the EAI Self-Certification Guide and programme.
Harsha joined as a Sinhala script expert, contributing cross-script and IDN implementation experience to policy work on ASCII gTLDs and corresponding Latin-script diacritic forms.
